- Apply the principle to the scenario. Decide which idea (implied powers, incorporation, externality) a situation shows.
- Judge the source. Ask who wrote a document, when, for whom, and with what bias before accepting it.
- Distinguish cause, effect, and consequence. Separate what triggered an event from its long-term results.
- Read data for the relationship. Compare trends across a chart or table, not just single values.
- Never leave a blank. Eliminate what you can, then choose.
